Abstract :At present the whole financial and economic situation is worsen in Euro area especially the fiscal deficit of the big countries in the euro area has become high.Some expert begin to oppugn even oppose the fiscal constraint rules in the European Union. Under this background this paper illustrated the necessity of strengthening the fiscal constraint rules in the European economic and monetary union from five perspective: (1) the creation of the monetary union can inspire the fiscal expansion of the member states ; (2) the enforcement of the random fiscal policy can do harm to the economy of the member states; (3)the excessive fiscal deficit have an adverse effect in the monetary union ; (4) the active effect of imposing the fiscal constraint; (5) refute the opinions that oppugning and opposing the fiscal constraint in the monetary union.
