Abstract: On how to reform the stability and growth pact , all kinds of suggestions have been  given . This paper summed up the suggestions from the academic circle and evaluated the five major reform tendencies : (1) improving and internal adjusting the relevant provisions of SGP; (2) intensifying the restriction on the fiscal indicators ; （3）taking the fiscal rules that have been successfully operated in a single state for reference ; （4）introducing the tradable deficit permits system and （5） reforming the fiscal system of the European Union.
